NCEL Welcomes Ana Mascareñas as the Organization's Inaugural Chief Program Officer

The National Caucus of Environmental Legislators (NCEL) is excited to announce that Ana Mascareñas will be joining the team as the organization’s first Chief Program Officer. Ana has extensive experience in guiding teams on environmental and public health strategies that prioritize justice and dignity for all.
In her role as Chief Program Officer, Ana will oversee NCEL’s programs and work to foster greater collaboration across programs within the organization by ensuring an integrated approach to strategy development. She will be instrumental in this next phase of NCEL’s growth by guiding the development, execution, and evaluation of programs.
Before joining NCEL, Ana served as a counselor to the Secretary at the U.S. Department of Health and Human Services and as a senior advisor on environmental justice and climate change to the Assistant Secretary for Health. She also has considerable state experience from her time at CalEPA’s Department of Toxic Substances Control, where she was the first Governor-appointed assistant director for environmental justice, which included leading the Tribal affairs and public engagement teams. Prior to her role at CalEPA, Ana supported local, state, and national policy communications with Physicians for Social Responsibility-Los Angeles.
She holds bachelor’s degrees in Human Biology and Sociology from Brown University and a Master of Public Health in Environmental Health Sciences from UCLA’s Fielding School of Public Health.
