Utah Passes Legislation to Deploy Grid-Enhancing Technologies

Overview
This month, the Utah legislature passed H.B. 212 to promote the use of grid-enhancing technologies (GETs)–efficiency tools that reduce energy waste and save consumers money by optimizing the existing transmission system. On March 25, the bill was signed into law by Utah Governor Spencer Cox.
- Why it matters: More transmission capacity is needed to support a reliable and affordable power grid, especially as utilities meet increasing energy demands. New lines take about 10 years to build, but GETs can boost grid capacity faster, and more cheaply, without needing to build new infrastructure.
Key Components
H.B.212 encourages utilities to adopt GETs by offering cost recovery for approved investments. Utilities must submit a report evaluating the cost efficiency, timeline, and integration of GETs alongside existing and planned advanced transmission technologies (ATTs).
Other State Action
At least three states have already passed GETs legislation in 2025. In late March, Indiana state legislators enacted SB 0422 with bipartisan support, followed by New Mexico, which passed HB 93 in early April.
Looking Ahead
So far this year, at least 14 other states are exploring similar legislation to boost transmission capacity using GETs such as dynamic line ratings, advanced power flow control, and topology optimization. State leaders remain at the forefront of advancing smart and cost-effective transmission policy in this and upcoming sessions.
